PLEASE HELP: A and S keys are not working in any game and when I press the S key a shutter sound loops.

I was playing Fallout 4 and for no apparent reason my A key (strife left) and S key (walk backwards) stopped working. Additionally when I press the S key in game a shutter sound starts to loop (sometimes for a long time). I noticed that if I hold the left shift key then A and S function properly, however this does not solve the issue.

I thought the issue was contained to Fallout but when I try to play any of my steam games I experienced the same issue. I don't want to lose any of the progress in my games and I'm not sure if uninstalling and reinstalling steam will lose the save files.

Please can someone provide support or guidance on resolving this issue?

this is caused by game image and video capture programs such as raptr. somehow my page up key got stuck. and pageup +s is the shortcut for take a screenshot. not sure why it affects the a key also, but closing raptr or looking up whatever key it is using and then pressing that one a few times should fix it.
