verify steam game cache. right click on GTAV, select proporties, Local files, Verify integrity of game cache.

this will probably take a long time since GTAV is such a huge game, if there are any missing or damaged files it will redownload them.

yes i was check that he says 1 file missing
any way to download that 1 file?
bro i am from pakistan and there no good speed for download i download gta 5 in 5 days

you could see if anyone you know has the game on steam, ask them to make a backup and you can then copy the backup onto a flash drive and select 'restore' and you can install it from the backup. (top left, Steam, Backup and Restore games')

Windows XP/Vista/7/8
Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
