Are There Any Popular "Classic" FPS PvP Shooters?

Question is in the title. I'm looking for PvP shooters that are more classic than twitch in terms of combat pacing. And when I say "popular", I'm referring to a very active online community that still actively play the game.

To elaborate:
Twitch-based combat mostly uses "realistic" damage, as in a bullet or two will kill you. It's called twitch, because whoever can aim first and fire the first couple shots is going to win. Think of games like CoD, Blacklight: Retribution and Battlefield series.

Classic combat uses "unrealistic" damage, as in it will take multiple bullets or even close to a full clip to kill you. The goal is to dodge shots as much as possible while aiming and unloading all of your ammo into someone. Whoever can dodge and/or aim better would be the winner. You can be rest assured that you will need to reload every time between fighting players. Think of games like Team Fortress 2 or Soldier of Fortune 2 (I'd list more, but I only know them).

Reason I'm asking:
I like games where the skill comes in juggling between dodging, aiming and needing to unload half a clip or more into someone, rather than who can get a lock on someone and fire the first couple bullets.

To the OP, Insurgency comes to mind and although I've never played it, ARMA (I watched my son play a few times).

Are you looking for just multiplayer arena style? Borderlands and Borderlands 2 are very fun and much more involved and exciting than the first 2 bullets.
