Can i put more of my disc/network into downloading a game?

I'm super psyched to play MGSV the phantom pain, I just got it, but i'm downloading it, and according to task manager, it's only using 10% of my disc and 7% of my network (seen here: https://gyazo.com/8cd2f67ad5d703f1b936f437fd9996e5) and the game https://gyazo.com/3a76b2f4ffb9fa6ba4b9d2165ce69942
is there any way that i can increase the ammount of disk/network that steam can use to download stuff? can i let it use more of my computer?

This is your question. Do you want the game download to use 100% of your network? Get internet as fast as your network. This is the only way to achieve what you want besides magic.

It's not my question. I would not have asked if I wanted someone to tell me that faster internet speeds=faster download speeds. I simply wanted to know if there was some way to allocate more of my disk to downloading the game. Because i know that 100% of my disc can be used, when im doing multiple things on different applications, and I wanted to know if i could use all that on one specific task.

Let me say it again: The only way to download the game faster, assuming the download already maxes out your internet connection, is to get a faster internet connection. Your disk can only store files as fast as they're delivered, not faster. Unless you believe in magic which I don't.

So, what would i do if it didn't max out my internet connection?

First, you look if that's actually the case. Because the download not maxing out your network doesn't mean jack. My network for example is 40 times faster than my internet.

I'm on verizon Fios, if that means anything. I'm getting a download speed of around 1.3 mb/s, peaking at 3.1 mb/s. would you say that's the max my internet could handle?

First of all, do you mean bits or bytes? Be precise! Steam shows the download speed in megaBYTES per second. Everything else uses megaBITS per second.
