Your GTA4 doesn't seem to be on Steam either.

I know that. I downloaded the game from a different account, but I can still use the launcher to run the game non-Steam.
I didn't have this issue since last week.
I've had this happen before in the past and it just went away after a couple days. No idea what causes it. You could try and clear your PC cache, or something and see if that will fix it as that is really the only thing I can think of that will change anyhting on our computers to fix this. I am not in the mood to log back into all my websites, get Steam e-mails for "You logged in from a new computer", etc. Especially after the stupid Authentification thing just got done yesterday, or I would ahve tried it already.
This used to happen to me on Steam games too. It happened like once every couple weeks last year for like 2 months. It was very annoying. In fact I am pretty sure once it lasted over a week. It's like everything else that is broken on Steam. You wait for it to fix itself. Until then there isn't anything you can do since nobody ever knows what causes it. xD
But until then, even if I wait longer, the problem might still persist. Otherwise, what Teutep said could be right. This is an issue with non-Steam games mostly.
I honestly don't think Valve knows what the problem is, or they don't feel as if it is important enough to fix right away. It is Non-steam games because I can upload other screenshots for Steam games, but not my Elder Scrolls Online Non-Steam game.
This has happened on and off for over a year at tiems. It has just been a really long time since I have seen it. Usually it happens for Steam games too for soem people so it gets noticed more. It always jsut goes away eventually. It ahs taken a week to sort out before. Either they know about it and how to fix it, and it is something to do with their databases they don't want fixed right now, or they hav eno clue and hope it will fix itself with an update eventually.
