Error when downloading a fresh copy of steam

I am trying to download and install steam on my laptop and it gets all the way to the end except the last 117kb of a download. I am not loosing my internet connection during the download so i am confused on why this is happening.

Here is what is showing in the bootstrap.log file towards the end.

If you are running Windows, go into your NIC properties and disable DNE LightWeight Filter.
That's what worked for me.

The ISP i was using was blocking the ports to steam. I used a VPN to get around it.
