Steam client after waking PC from sleep mode

Anyone have an issue where occasionally after waking PC from sleep mode, the Steam client takes forever to load? Normally it's about a second before I see the "connecting..." pop-up, but sometimes after sleep mode it can take 20 seconds.

That puts my mind somewhat at ease. I hope that's it.

Just to be clear about the original post, I mean it takes 20 seconds for the pop-up to appear, not that it takes 20 seconds to connect, so it appears as if nothing is happening for about 20 seconds.

Some more details: I didn't try to launch Steam until about an hour after PC was awoken, and when this happened I opened Steam multiple times because it seemed strange. I made sure each time that all the background Steam processes also closed and re-opened. I also tried it with the network disabled (no internet), and it still took ages to load. Does that still sound about right?
