Is it possible to pay from PaySafeCard using another country's VPN?
1st of all, to clear that out, I live in Greece, there's also been many discussion's about Greek people who can't pay through PaySafeCard because until recently, after the capital controls, we are able to use PSC again, but not many services are supported.

So my question is: If I connect to a, for example, German VPN and try to pay with PSC, will it allow me to pay?

Using VPNs for Steam is not allowed. But if there is no other way, you can give it a try.

You are not allowed to use VPNs to disguise your location, it could result in the suspension of your account. If you cannot find an accepted payment method on Steam, it may be best to find a reliable third-party key reseller that accepts a payment you have access to.

What if I disguise my location from another site that sells steam games cheaper?

Most likely the keys would be region locked and could not be activated on Steam. The key might also be revoked later if the site you bought from does not allow VPNs.

Doesn't matter if the key is Global or not?

I mean I connect to a VPN, buy the key from another site, and then use my normal VPN and activate the key to steam (of course the key must be global)

If the key is global, its good. If not, then its obviously restricted to certain areas of the world.

First of all, that website of yours is a unauthorized reseller, second of all using VPNs to circumvent region restrictions is against the Steam Subscriber Agreement. Third of all, the word filter exists for a reason, which is TO NOT circumvent it.

Global keys should not be region restricted. In that case it comes down to the terms of service of the web site you are purchasing from.

Sorry for mentioning the site before, I removed the comment now. I am not using VPN to buy directly from Steam, what if I buy from another site?

..was my question

Most of the 3rd party sellers are looking like this: mmoga if you post it. That means they are not trusted and Steam will not help you, if your key that you have bought is invalid.

That depends on the site's terms of use. And keep the hell away from that site you posted earlier. Its know for selling stolen keys that get revoked afterwards.

Thanks, I'll keep that in mind. ;)
