Not able to view steam profiles in-game and invite friends

Whenever I go into CS:GO, I am unable to right click Steam profiles in-game to view them. I also experience this type of problem in many other games such as Rocket League or Payday 2, the Steam overlay doesn't launch whenever I click invite players. I am able to open the Steam overlay by itself, but I cannot invite anyone to games. The only way I can invite friends to games is the Invite to Game button but sometimes that isn't available.

I also cannot launch the Steam Community Market from CS:GO, such as trying to buy the stickers from in game, and it's not launching the Steam Community Market and I need to go to the market manually.
How do I fix this problem?

Had this problem for about 1 - 2 months now...
Thought Steam would fix it itself, but so far I've seen nothing and I've tried to search the web but all I found was people who had the same problem with no solution.

I had the same exact problem, if you still don't have a solution here is what fixed it for me:

Follow the refresh steam file section, it resets your steam client and fixes most problems, including this one!

ah, really thought it would fix it :/ I tried to refresh steam files twice and the problem was still there. Thanks for the help though.
