I got this message after my last refund. I was under the impression I could use the refund system to try games I am not sure about. Is there a limit to the amount of refunds in a given time? I have 5 refunds and 5 other purchases in the last 2 months.

It isn't a rental system...it is a refund system. You aren't supposed to abuse it or use it as a 'try before you buy' system.
I just like how the expression "significant amount" is used there. Like, it can be as low as 5 if counting Steam refunds, or as high as 92174 when counting grains of salt.
7 is the maximum. You're on 5.

You get 2 more refunds then that's it.

Don't use Steam like a rental service.

This impression was clearly wrong. Valve's refund policy even states that you can lose your privilege to refund if you abuse the refund system. Which you apparently did.
Pro tip: There's a reason why it's called "refund" and not "try the game".

you should understand what "steam refund" is before doing things under your own definition of "refunds"

They say you can refund for ANY REASON, and even have "I didn't like it /It wasn't fun" option as a refund reason. If you can't read what they wrote, you shouldn't be writing here.

It isn't like I download games non stop and play them all 119 minutes before refunding. I have a 8Mbit connection and some games I refunded after 2 minutes of playing. ( They are mostly cheap indie games while all my purchases cost much more.)

They should really clarify what they see as abuse. Because as things stand this refund policy gives me the impression Valve didn't want refunds at all but was forced to implement the refund system since other digital game stores ( Origin and Gog) already had refunds.

Don't be a lawyer, use common sense. Trying out games you're unsure about is abuse. If you buy a game you are sure about and it turns out to suck is allright. Demoing the games isn't.
Oh what counts as abuse is the mathematical relation between the amount of games/money you've refunded versus the amount you have actually spent for a given period of time.

And yeah, common sense is what is needed. Though at thius point I suspect it's an out right legendary drop within the STeam COmmunity.

Do you recognize the contradiction in your statement? If it was a game I was sure about, it wouldn't turn out to suck.

Fine by me. If instead of 5 30$+ purchases and 5 10$~ refunds, they prefer 0 purchases, I can happily shop elsewhere.

Fact of the matter is, it was never intended to be a demo/rental service, which is what you're doing.

He is just trying to troll. There is no stated limit or one which people have experienced so far.
