i hawe a key for old game
and when i try to activate on steam it say that product kode its not walid why is that ?

It's either already redeemed on an account or it's not redeemable on steam.

It depends on what and where the key is redeemable on Steam

Just because a game is available on Steam doesn't mean you can redeem an old retail copy's CD key on Steam. That's up to the game's publisher to decide.

Actually I don't know if the "product code error" is given also when a key is valid but already used, I believe it says it has been already used (and sends a mail to that account's email address to warn the owner).
Are you 101% sure you typed it correctly?

yes i typed it corectly and i can play the game normaly and online but not tru steam

The key isn't redeemable on steam.

Nowhere does it say that Call of Duty 4: Modern Warfare can be activated on Steam, because that is not possible.
Activision started with Steamworks implementation in Modern Warfare 2.
