I have no idea what you're talking about. Sounds like you're attempting Dynamic Super Resolution.

I want to change my screen resolution to be higher than 1920 x 1080
But the weird thing is
in NVIDIA settings when i make a custom resolution of 1920 x 1441
it can do it, but on 1440 It CANT. I dont understand. 1920 x 1440 is pre saved, but my PC cannot handle it? It says "Out of range!" but on 1920 x 1441 Its ok.
I dont understand how to fix that.

to get a higher res you need a monitor that supports a higher res

that monitor is 1920x1080
http://www.benq.us/product/monitor/GL2450/specifications/

the gpu is capable of 5120x3200
http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-970/specifications

So in every case, i have to change my Game Settings to be 1920 x 1080 no matter what.
how do i change them if my screen keeps popping "out of Range" ?

you can uninstall, delete all game files, then reinstall the game or edit game ini/cfg files

Did you create a custom resolution for your desktop ? If so and you are trying to get your desktop resolution higher than the native 1920x1080 then enable Dynamic Super Resolution in your Nvidia control panel under the manage 3D settings under the global tab.. DSR factors will have the boxes for you to check.. after you check them all save and close, then you can go back into Nvidia to change your desktop res to a higher resolution..

Just remove the game's config files; or manually edit it.
If you don't understand that you need to learn, it's part of "PC Gaming"
