second csgo account

is it possible by creating a new account and family sharing csgo to not have to buy it, i want to play csgo on another account but it tells me i have to add 5 dollar before i can add someone and i cant play csgo my pc wont load any maps or any workshop maps :( can somebody say if valve really lets me pay again to get the same game?
