Terribly Slow Internet. Need help

So, I have terrible connection ever since I switched from my windows 7 laptop to my windows 8 pc.

I used to download at around 1-2MB per second on my laptop
Now I download at max 300KB per second on the pc

What can I do?

I tried switching download regions, only 1 program is running, and still it is very slow.
