But Kingdoms 3D focuses on exactly that, like in Rust or Life is Feudal you collect resources make a house, and then you can build your town with NPCs with various jobs that take care of the town. Later they will make it that we can recruit citizens and hit other towns. But until then Rust and Life is Feudal should take a note because making a fort just to see it plundered/destroyed while you were sleeping is getting old. There should be NPC that stand guard, collect resources and when you come back you expand your town.

We would have to wait a long time at least an year and a half until it is actually fully released or have stable gameplay.
Other than that its Timber and Stone, Hearthstone, Rimworld (isometric). But Timber and Stone lacks multiplayer or enemy town AI. Hearthstone is not fully developed yet and Rimworld is the same as Timber and Stone.
Its time for genres to merge Survival in the beginning, meanwhile RPG and late game to become RTS. Life is Feudal has survival+rpg but with max 64 ppl I doubt there will be kingdoms waging war and no randomly procedural map it gets old pretty fast.
In Rust there are like max 275 slots for a server as I saw last time but forget people cooperating and making a town and collecting trees and stone all day, for what purpose? So the enemy doesn't use 3-4 C4 bombs to steal your loot? Again no clear goal there and no foundation for a faction to be made.
