You can also just move the game folder from under SteamApps\common\ and the representing appmanifest_<app-ID>.acf -file from the SteamApps\ -folder to your new location's representing folders.
Save files may or may not be carried over. Should they not support Steam Cloud (the cloud icon implies they do under [View > Games List]); then you can use GameSave Manager or check the location from http://pcgamingwiki.com

Not at the same time, no. You can install the same game on multiple computers and play it with the same Steam account but you can only play on one system at a time.
