Transferring Games to Another Computer
Alright, some background information. I'm currently using my family's computer. In about a week, I'm gonna be building a PC rig. I have six games installed on the family's computer. I've also bought some new games, but I haven't installed them because they don't meet the specs. I was wondering if I'll be able to transfer all of the games to my PC.

You can also just move the game folder from under SteamApps\common\ and the representing appmanifest_<app-ID>.acf -file from the SteamApps\ -folder to your new location's representing folders.

Save files may or may not be carried over. Should they not support Steam Cloud (the cloud icon implies they do under [View > Games List]); then you can use GameSave Manager or check the location from http://pcgamingwiki.com

Use Steam's backup feature to transfer the game files themselves:

Just moving the folder doesn't work all the time. You need to maintain the drive or path of the game installation. I had to replace and re-download Rainbow Six Siege like 8 times, before I can move the game successfully. Not at the same time, no. You can install the same game on multiple computers and play it with the same Steam account but you can only play on one system at a time.
