Read it all and they will not help you if you have filesharing software installed.
Does it happen in other browser on your PC? Did it before?
If you found stuff and removed it and it still happens in steam only try this:

I spent a long time looking for the answer to this problem.
This is the answer.
You don't need to reformat your drive, or even delete Steam. Once the virus is eliminated, just delete the htmlcache folder and it will stop coming back. It's just a cache, so it won't be a problem for Steam.
Please report back to these threads when you find a solution, even though they're really old. It helps a lot of people.
