Will it let me run GTAV even if i dont meet min specs

I was going to get GTAV but i dont meet min specs, is this a issue as i can run Skyrim on medium settings and i dont meet min specs for that.

actually i think theres a mod that lets u play the game with good performance on stuff like tablets by removing shadows and making everything lower than low quality search on google
