Will SteamOS work on a 480p monitor?
Got a project idea to run it on a 5 inch Raspberry Pi monitor, but I cant find them higher than the 480p range

It should work. Just search up some yt videos on how to change the startup resolution config file in Steam Root

But does the OS even support that resolution though?

Been googling those monitors for resolutions around 720p and up, but no luck so far.

The Raspberry Pi uses an ARM processor, but as far as I know, Steam OS is only available for x86/x64 processors. So unless you're planning on streaming the games, or my info is horribly out of date, you might be out of luck.
Steam doesn't run on ARM CPUs.

I am not going to use a Raspberry Pi, I just need a monitor that is that small, and the Pi monitors have HDMI inputs. Definitely using an x86 for this project.

No worries. Basically what I am thinking of doing is gutting a broken Nintendo DS and turning it into a portable Steam Box, probably using an Intel Compute Stick. Problem is, modern versions of Windows and Steam OS's minimum resolutions are around the 720p range, and the only monitors I have found that will work are in the 480p range.

Someone on another forum also suggested an LCD screen from a phone and using an HDMI to phone LCD Controller circuit.

So far this is the best thing I have found for what I am trying to do. Still a tad big, and resolution is overkill, but still.... Isn't it awesome?

If SteamOS won't go low enough for you, I guess you could always use a "standard" Linux distribution which does have out-of-box support for it, and simply install the Steam Client.

I am actually not proficient in Linux at all. I was thinking SteamOS as an alternative to Windows for my project.

My original project idea was to take a tablet and make a custom case for it that makes it look like a slimmed down Wii U like controller for PC games. I still may do that.
