I only have a landline

I don't own a cellphone, They don't accept my phone number.

Google accepts landlines if you don't have a cellphone for verification, The google verification will call your home phone with a generated code "robot voice".

you then type in the code to verify yourself.

But Steam constantly nags and nags about SMS and doesn't accept home phone numbers.

Not everyone owns or even wants a cellphone.

my home phone is unlimited long distance, no contract, and $25/mo

landline voice quality is 1000x better than cell anyhow.

The funny thing is that I've entered my cell phone number and they accepted it, but each time I opened Steam it asked me again like I never did at all. After a few attempts it bars you from using that number (I'm assuming it is temporary) after too many attempts.
