Thank you! I added permissions to my antivirus and I also set it to run off an earlier service pack.
For those who still have this problem, steamwebhelper.exe is the culprit, located in Steam\bin
I'm not very technical. But has anyone fixed this issue yet?
By the way...
I have always steamwebhelper.exe exactly three times...
No one is killed or blocked.. (even before my rules added!)
So it's not that for me :/

I tried to add the folder /bin in avast's exclusion but it doesn't work.
I have only one steamwebhelper.exe in the processes
So with no antivirus and no firewall, i don't know why i still have this problem...

As regards to 'steam pages going dark' (all except 'library') -this error occured before to me, went away and came back up again... now viewing YouTube from the Steam -client, freezes it and makes me need to restart steam to make it functional again... In the game in game browser clips work normally.... so it's not OS's/(AV/FW)software fault IMHO but is not a biggy, personally... Just a tad worriesome (loss of functionality).
Press Win+R to access Windows Run. Type %appdata%
This will take you to AppData/Roaming. Go up a directory, to AppData, and then find the Local folder. When you are in AppData/Local, find the Steam folder and delete the htmlcache folder.
In my case, CCleaner corrupted the htmlcache.
