Recently I uninstalled steam from my computer because I didn't use it but I wanted to redownload it to play among us. I tried to redownload steam but when I try to install it it says "steam is already opened on this computer" and ive searched the internet and nothing has worked does anyone have any solutions?

Well, it's safe to assume then that a part of Steam is still running. Most likely the Steam service.
Run
tasklist|find /i "steam"
in a console and tell us the results.

ReBoot it comes up with steam.exe, also the numbers 8104, then 1, then 172K

Have you used the taskmanager and checked what is running there with Steam and Steam web helper?
Anything related to Steam click on it and stop task.
try again to reinstall.

Did you actually uninstall Steam or just delete it?

Well, then there's still a Steam.exe running. Kill it from the task manager (or the taskkill command), delete the file & reinstall Steam. Looks like Steam was still running when you started uninstalling it.

i used the taskkill command and it says it could not be terminated because "there is no running instance of this task"

Never heard of that particular error message. Is it possible that you got it in some other language and then translated it into English?
That said, double-check your taskkill command parameters or kill it from the task manager.

The parameters should be something in the lines of taskkill /f /im steam.exe

Although, I suggest you change your plan entirely. Instead of reinstalling Steam, open the folder where your Steam sits right now, KILL THE RUNNING STEAM PROCESS, delete everything except Steam.exe (and SteamApps, if it's still there after the botched uninstallation) and doubleclick that Steam.exe. That will serve rebuilding Steam just as well as reinstalling proper would.
