Downloads stuck at 1Mbps or becomes "Corrupt Download"
Before saying anything, read below to see what I tried to fix this.

Whenever I try to download a game it normally downloads for a few minutes, but after that the download speed limits itself to 1Mbps or becomes Corrupt Download.

I searched the whole world wide web about it but couldn't find a solution.

* Clearing download cache
* Restarting steam
* Changing downloading storage disk
* Formatting the entire PC
* Restarting PC
* Turning off antivirus and firewall
* Using big picture mode
* Repairing library folder
* Changing download region multiple times
* Trying another steam account
* Reinstalling steam
* Contacting ISP about it
* Resetting router
* Formatting router
* Trying wifi connection instead of ethernet
* Downloading different kinds of games and software on steam
* Checking different internet speed measurement tools if the problem is on my side
* Limiting download speed just a bit lower that my capacity
* Running MemTest86 to see if there's something wrong with my rams
* Running CrystalDiskMark to see if there's something wrong with ALL of my drives

Does the issue persist if you use a VPN?

Have you update netcard driver, and if board has other RJ-45 port some board has 2 port

have you check for bad packets

do you get what you paid for in speedtest.

Just to make sure when you said did speed test what did it tell you?

When you benchmark your ram, and storage, was there any errors?

As ettanin said have you tried VPN? If this works then we know it's a DNS problem, or could be something else between you, and connecting to server.

Is this issue only on Steam, or other clients affect?

Have you tried flushing your network?

Lastly have tried scanning windows error?

its like you dont have enough free disk space or you get a disk issue, in the process have you enable write behind cache on SSD and it cant keep up.

If it an I/O issue this could be related to person trying use usb storage, or cheap knock off SSDs with crappy controller.

Lastly have tried scanning windows error?

I get 100Mbps dl and 20upload.

When the problem persists again I will try VPNing.

It's only Steam.

Yes I flushed my DNS.

I tried using a VPN and it is still happening.
Then it must be a hardware issue.

In fact the issue seems to be resolved outta nowhere but I'm still waiting for it to happen again. If something comes up, I'll update.
