WL Steam Purchases Fraud*
On September 16, I bought the game Call Of Duty Black Ops 6 for my friend for 69.99 USD.
And my bank account withdrew this money. I observed this. Then, on September 19, I saw that 69.99 USD was withdrawn again. I thought there was a high probability that a mistake had been made.
After all, I have been a member of Steam since 2015 and I trusted Steam(!). Then I contacted Steam customer service. I told them about this mistake. As if he was joking, he repeated that you only bought something on September 16. And he said that the money was withdrawn for this. Although I added the receipt and stated that the payment was received by Steam again on September 19 (with proof), this is how I was treated.
70 bucks is not really a big deal, but being subjected to this scam by Steam is a big deal. Because of this incident by Steam, I canceled my card and removed my registered card from Steam. And of course, I am not even thinking about adding a new card and shopping anymore.
I will contact my bank and complain and follow up on this situation. Anyway, I would like to share this with you and advise you to be careful.

What does your account purchase history show for that period? (Mid-September)

Why are you blaming Steam before you've even contacted the bank? It could be their issue. Honestly given the fact that a lot of people either make a mistake while purchasing, misread or fail to understand what they see on their bank statement, or simply decide that one party must be at fault when there are multiple parties that could be to blame means that most people are not going to simply take your word that Steam scammed you, especially when you resort to the word scam to describe something that could easily be a simple processing mistake on your banks end.

I contacted my bank. There wasn't much he could tell me. They helped you by saying that you have shopped here before and if you want, you can file a complaint. What I want to tell you is that Steam deducted money from my account twice, 3 days apart. And they're not doing anything to help in any way about it. They ignore it. What I understand is that Steam can withdraw money from registered cards as it wishes. As I said, 70 dollars is not a big deal, but there are a lot of examples of this on the internet and I just wanted people to be careful, that's all.

Have your bank investgate the 2nd $69.99 purchase ... Confirm the money was removed and to whom. You can dispute this 2nd transaction.

Have you considered someone may have access to your card and *they* bought something for another account?

Nope. They did not take it twice.

The 16th was a hold on the funds by your bank to be sent to Steam. This is to stop you spending that money again.

The 19th was when your bank transferred the money and Steam received it.

This is why you see two transactions. The hold will be removed leaving a single transaction.

NOTE: If you do a chargeback (complaint, dispute) Valve will lock your account and block your payment. To unlock both you will have to pay the money back.

so they didnt tell it was taken twice?

After you said these, I looked at another game I bought before. My account was debited twice for that game. No money was refunded. I contacted my bank again and they said that no money was blocked and that I should contact Steam. What you said makes sense, but when money was debited twice in 3 days, my account balance went into negative balance twice. And there was no blockage. There was no refund either, both purchases were made in September.
