Report a translation problem
Let your older brother log into your PC with their Steam account and start any game for like 1-2 minutes.
Then switch over to your own account and send him the invite which now will work because to Steam your brothers last login/play session location will now show as your house.
After that it does not matter anymore where he is, its just the joining a family that is this annoying.

edit: just because they haven't enforced it YET does not mean they will never..
Did Ogami's suggestion work? If not, did you try the store-region / recent purchase thing that I added?
We should already be in the same store-region since we both live in the same town, so I can't say if it still would have worked if we actually lived further apart.
