Is library sharing on a different device not available anymore?
I'm trying to share my library on my brother's pc but I can't find the option to share the library anymore, is it because of the new family sharing feature?

Correct, the old system has been deactivated. Sharing games is now no longer bound to any specific PC but the account. If your account is part of a Steam Family you have access to all shared games on any device you log into with your account.
No need to authorize specific systems anymore for sharing.

That sucks of course but sadly changes nothing about the old system no longer existing.
You either use the Steam Families system to share or you cant share at all.

How about create for your brother a dummy account and let him use that

It has nothing to do with the account, if he is in a different country, you can no longer family share games.

The new system requires that all family members have at least one mutually used device and are in the same store region.
