For example
Person A has base game and dlc's
Person B has base game only
Person C has nothing
Person C can borrow from person B and get access to base game only.
If they want the dlc's included they would have to switch and borrow the base game & dlc's from person A
If person A is playing the game in question and person B is also playing their own copy then Person C will have to find something else to do....
Person B can borrow from person A to get dlc's access but only if person A is not playing the game.
