So there is no way to get back to 1.11.8 only, 1.10, 1.9 and so on.
OP, you can use that and go back to 1.11.8 if you wish.
If you don't want to deal with future updates, you could go to an older version offered via Steam then do the download_depot stuff below and fill the game folder with 1.11.8 data..
There are many guides around if you want to learn the full process (the first returned in my search https://www.makeuseof.com/how-to-downgrade-steam-games/) but here's what you'd end up with:
1.
Open Steam to the Console tab:
Windows key + R, paste in steam://open/console then choose OK
2.
paste this into the text area at the bottom of the console, then press Enter
(If you're still on the current version of the game, could use this instead and lessen the depot dl
3.
The download takes longer than the regular Steam dl process.
The console will say when the download is complete.
The data will download to .../Steam/steamapps/content/app_383120/depot_383121/
Paste the data from within that folder into the game's folder, saying yes to the overwrite.
