I recovered my account but I have a concern.
So I recently recovered my I think two year old account after it was hacked a LONG time ago, and it seems they installed Apex Legends and even spent 6.5 hours, so should I delete any games that I didn't install or?

"Permanently" removing a game from your Library is actually just a more thorough form of hiding the game. You can at any time restore the game. Furthermore, if you were to want to repurchase for example Apex Legends after you removed it, you won't be able to since it is still in your account and only hidden from view. I suppose you could try refunding the game even though it is well outside the refund requirements and send funds back to whatever payment method used by the person who bought the game. But you cannot know if that individual is deserving of such kindness or even worthy of the effort. He might be an uninformed person who simply bought the account from the actual thief--but then again, he might have been the thief himself.

One problem you might encounter involves grey-market key sellers. Sometimes grey-market key sellers source their keys from unauthorized or illegal means and as a result the keys get revoked. This will not cause you any trouble other than the inconvenience of having to repurchase the games should you wish to do so.

Your concerns should be focused more toward never losing any of your accounts in the future. Worse things can happen the next time your account is stolen such as being VAC banned or something.

You should unlink any 3rd party accounts that the "hacker" linked to your Steam account. Apex Legends, which is free-to-play, requires linking an EA account to your Steam account. Because unlinking can only be done through EA, you will need to speak with their customer support. Do this for any other unauthorized accounts linked to your Steam.
I recently ran across something that I did not think about when making my comments months ago. Apex Legends also has paid DLC. If the "hacker" bought such items with stolen credit cards, then the victims of the card theft and the card providers may, at a later time, do charge backs on the purchased items. This will be a problem for you because Steam will require that the charge backs be reversed or else they will lock your account. Please contact Steam support and inform them of these purchases so that you have them on record. Sorry for my short-sightedness.
