Open Steam.
Go to the Library tab.
Right-click on a game that shows a generic icon and select Properties.
Go to the Installed Files tab.
Click on Verify Integrity of Game Files.
Delete the icon cache restart your PC.
A video is easier to show you. its safe and easy.
You will basicaly have your icon cache rebuilt.

Check C:\Program Files (x86)\Steam\steam\games and determine the number of icon (.ico) files there. Is the number of files about the same as that of the installed games/desktop shortcuts?
Your icon cache for steam might be completely gone. If that's the case just delete the shortcuts, right click on the games in steam and click "add desktop shortcut" which will re-add the icon cache for the given game.
