Slow Internet Connection (2 to 4MB/s most of the time) ; Max bandwidth is about 40 to 50 MB/s

Hello, Steam Community. Neither have i limited the max Download speed nor have i any active Program running in the background(i think) like an anti cheatprogram(that for sure not) that could limit it. Nor do i seem to have any viruses that use my bandwidth. I tested this by closing everything that uses internet and looking at the task manager which showed some little spikes sometimes of 8KB/s which i concluded to be not significant. To get my max bandwidth i used this https://breitbandmessung.de/test
website to get it. Even steam says i can download a max of 44.6MB/s but only does up to 4MB/s most of the time. Any tips and or ideas on why that is and if possible, how to fix it?

Another thing i have noticed is that periodicly the speed shoots up to 4MB/s(sometimes even to 11MB/s but only a short time) and then gradually, a bit like a "brokenly rational"(i use translator Ger -> Eng) function approaches 2MB/s. Can someone explain why that is?

If Steam is the only thing that's slow, your ISP is probably rate-limiting you.

hmm, i would have thought that my internetprovider is not throttling me exactly because my download rate is really good everywhere else except with steam or epicgames. I think that steam just throttles(if im being throttled) me and not my provider really.

Have you tried switching download region?
It is in the Steam setting, on Tab "Download". Try region which are late night or early morning in their local timezone.
