There was changes made on the Beta client. Are you using the Beta client? Could be as a result of those changes

I tried to link to the announcement but it's not working right on mobile for whatever reason. But here's the section about the Game Recording:

Game Recording
Added support for recording with the H.265 (HEVC) video codec when supported by the machine's GPU. This is enabled by default on Windows and should provide improved recording video quality over H.264 at the same file size. Coming soon to Mac and Linux.
Added support for recording up to 4k video resolution when using H.265 (HEVC).
Added a new "auto" quality setting that will set the recording bit rate based on the game's video resolution. This will raise the bit rate when recording games running in 4k, to keep the recorded video sharp, and lower the resolution when running a game at 1080p to save disk space. This setting is on by default for all users.
Added support for recording ultrawide monitors up to 32:9 aspect ratio.
Added a setting to limit the width & height of recorded video.
Exporting a recording (to file, clipboard or chat) will now use the machine's GPU to perform encoding and decoding when available.
Generating screenshots from recordings will now use the machine's GPU when available.
Fixed multiple issues where exporting a recording could fail.
Added export settings dialog to allow custom file size or other settings when exporting a clip.
Added video previews to the Background Recording items in the media manager when hovering them with a mouse or focusing them in BPM.
Added video previews to the Background Recording items in the app details page's screenshot section when hovering them with a mouse or focusing them in BPM.
In per-game settings, add the ability to record a specified game indefinitely with no specified time limit.
Integrated the list of games where recording is disabled into the per-game settings.

Maybe it's part of the exporting change bolded above about using the GPU.

I am having trouble exporting my recent recordings. Its not doing it properly. There is now a progress bar but yesterday when I used it it only asked me to save it which was great.
Today its stuffed up. I am using the BETA as im BETA on steam

I think the export has changed and its stuffed me up :(

I want to export my first video clip and it keeps only letting me export the last video part that was recorded. I want to export it from the first recording and 2nd and so on, its only letting me export the last recording :(

It used to allow me to just save to folder, i just had to do some weird thing where I select the clip then hit export then wait for the dumb progress bar. Good one valve ruin the recorder

Go to the Beta group discussions and see if someone is already talking about it or start a new topic.

https://steamcommunity.com/groups/SteamClientBeta/discussions

Or switch back to main client if the changes on Beta aren't working for you.

I like the recorder over Bandicam but its the export that changed. It used to be a quick save to the folder now there is an annoying progress bar...WHY!

Oh yeah when i was going through my recorded clips of Lonely Knight, it had put one of my clips in the wrong order too, so when I exported the 2 different clips out I had to rename them so they were in the correct order when i finally upload to youtube

Cant even export properly now. When you play you cant use pause either to pause the video in the recorder. This used to be so simple to use but now they broke it

+1 on this. Exporting sucks now when I use to be able to just quickly export the whole video. I don't want to export a clip, I want the whole background recording.

Actually just wanna follow up. Still very annoyed at this change but found a workaround.

Simply go to the clip, (annoyingly) select all whatever minutes, and click Save/share, and "Copy to clipboard". This will export the video and copy the directory to your clipboard.

From there you can paste anywhere, I just do it directly in VLC, and it works immediately.

Hope this helps. Still want Valve to add back an easy export all background recording video as an MP4.

Welp 3rd follow up. Can't seem to get it to copy quickly anymore for whatever reason.
I used to find this so easy too just find the clip click export done now its awful and its putting the clips round the wrong way which dont help when your combining them together,
