you need to go into the windows settings > bluetooth & other devices > click add device and press the link button (next to LB) or you can use a usb cable
It doesn't exist e.g. on Linux (even if only since Valve can and does submit directly to the Linux driver...) and if it doesn't Just Work on that Surface thingy I'd feel it fairly safe to say that, no, you're not missing an option to have it work.
It's probably extremely niche, but having that driver available on that ARM device might be something for a suggestion in the Ideas / Suggestions forum. I have little idea about Windows and none such about Windows on ARM but it might be a simple matter of Valve needing to enable a compile of that driver and making it available. NAFC -- but maybe someone from Steam who would would notice a suggestion in the mentioned forum.
