Steam goes down to 0 bytes download but disk usage stays at 20-1230mbps
My home internet is DSL with a max speed of 50 mbps. When I download with that it is consistent but kinda slow for games more than a few GBs. If I use a hotspot from my phone I can reach speeds of up to 700mbps. When I use my hotspot though, the downloads reach 0 bytes but the disk usage keeps going at roughly 20-130 mbps. This issue does not occur when using the DSL connection. The graphs show constant breaks in the download usage. The download appears to be actually slower than the DSL connection over time despite being quite faster.

I'm aware that downloads can be bottle-necked via hardware but I have an SSD boot drive, M.2 SSD that's being downloaded to, 32GB DDR5 ram, and an i5-13600K CPU. Does anyone know what could be causing the download to drop to 0?

I have used Netshare and Pdanet, both full versions, to bypass hotspot usage restrictions from my carrier if that helps. I'm also aware that new android versions can get finnicky when the device is turned off and that is not the issue.

So far I have tried flushing DNS via command prompt, rebooting steam, rebooting hotspot software, and disabling windows defender firewalls for both public and private connections.

My speed test results are showing 895.44 mbps down, 39.83 mbps up, idle latency of 70, download latency of 231, and upload latency of 174. Not sure if that's relevant or helpful information.

Any help or insight would be appreciated

Sorry for the late reply, write caching appears to be my issue as I use dramless NVME M.2s. Thank you for the helpful information, I will use the Western Digital drive software to turn it off properly. I searched everywhere for the fix to my issue and only got somewhat related information so this is very much appreciated.
