If it was a game I would of posted in that game's forum. I also already stated it moves the steam window.
Anyway, I revised the OP to better clarify.
And it will probably stay as such for a very long time.

In short, blame it on mobile phones and their limited screen width.
I blame it on Valve than for not separating the two platforms. If in fact that is what is happening. Its def conflicting.
I was thinking it's because Steam is no longer truely full screen, but then somebody mentioned that it never was outside of big picture mode... But either way I never used to have this issue.
Why on earth do you make a window where selecting either side of the screen causes this behavior????
I should not at any point be able to move Steam's window position just by clicking either the left or right sides of the window.
So maybe it has something to do with higher resolutions?
I know its also the exact same size as in Chrome. Which Steam is based off of, but its so badly done. At least in chrome selecting the scroll bar doesnt resize the window or move it around. So why cant steam follow this behavior?
Also note that the scroll bar for Steam is thin and never actually goes all the way to the right of window like it does for FF. Which makes it even worse. Chrome doesnt either but at least selecting the far right of screen still latches on to the scroll bar unlike Steam. If you select past right side of scroll bar in Steam, your window either resizes, moves, or both. Terrible.
