Yellow alert on top of page saying "You have an account alert"
There isn't much else to it. It's not clickable and nowhere else from what I can see is telling me what this even means. I just saw this today when I logged in. As far as my recent activity on steam goes, I rarely post, let alone upvote anything, and haven't participated really in any external activities outside of just buying and playing games. How can I figure out what this means / remove this? For safety, I changed my password in case somehow my account was broken into over night and someone went rampant on it (in which case, is there a way to check my chat history?) I also don't have any keys (to my knowledge) that would've expired and I was never subscribed to anything.

It's just a notification that Valve changed the SSA, not a problem with your account. Some users have mentioned the main window covers the announcement, so minimize the main window and check.

Worse case, continuing to use Steam after Nov. 1st is considered accepting the new agreement so just keep using Steam (assuming you don't want to quit Steam over the change)

I see the window, although it's completely blank (just a big gray blank window)

Pretty much just changed it from requiring you to use arbitration to resolve issues with Valve to requiring you to go through the courts. There are plenty of threads around if you're interested in diving into the discussion

If you just want the indicator to go away, could try restarting the client, or check your Notifications through a web browser rather than the client. Or hope whatever hiccup's causing it resolves soon.
