Can't buy game 'Throne and Liberty'

When I try to buy "Throne and Liberty" on Steam or the website it says whether "Problem appeared when updating your shopping cart, error number 15" or "This product is not available in your country", the former happens when buying on Steam app the latter on the website of steam

not much you can do about it if the studio say they wont sell in that area its final if you cant tell them to ad your country

Nothing you can do apart from physically move to another country. Changing your region just to buy a game is a violation of VALVE policies, so that will get you banned
