need help with choosing country currency

i live in jordan and i wanna put money in my steam wallet, i can put either saudi riyals or usd ( i cant put dinars steam makes it usd)i wanna put saudi riyals is that ok or is it illegal since im living in jordan, also lets say i put 72 saudi riyals and i bought some games with it and i wanna buy gta 5 but its banned in saudi can i put usd money in my steam wallet to buy gta 5 and what happens to my saudi riyals thats left like 5 riyals?

Jordan is part of the MENA region and hence USD is the correct currency for you.

You can redeem USD wallet cards, this includes those sold in LATAM and MENA regions as they are also USD.

Riyal wallet cards will not work for you.

i cant put jordanian dinars and steam just makes that into saudi riyals? also i dont use a vpn i made my account in saudi arabia since i used to live there, plus steam gives me a choice of choosing either usd or saudi riyals and another guy told me its ok i even asked him if i wanna buy a banned game in saudi (gta 5) can i put usd in my steam wallet and what will happen to my saudi riyals that are left after buying games like 10 riyals and he said those 10 riyals will just transfer into usd, i need to be sure bc i dont wanna get in trouble with steam

You're not going to "get in trouble". The system will either allow you to do something, or not.
