[Win 11] Taskbar freezes when launching steam

Whenever steam is launched, nothing happens. My task bar becomes completely unresponsive (and nothing else) I have to repeatedly click on my task bar to force it to crash and have explorer.exe restart itself.

Explorer.exe, aside the task bar, remains 100% functional. once explorer.exe restarts, steam opens and closes half a million windows (hyperbole) before finally launching (its extremely aggravating cause you can't do literally anything for a good 10-15 seconds while it hijacks window focus every single time it opens and closes itself.)

Once the client opens up, the task bar functions until i close steam and re-open it. This is a 100% assured method however It feels however like it locks up my task bar arbitrarily as occasionally, I'll notice that my discord isn't updating in accordance to the number of pings i get or occasionally I'll open something on my task bar to find it frozen.

This has been happening for months now, No update has addressed this. Ive searched the web for countless "solutions" nothing has worked, leading me to believe this is a problem with steam itself.

Yes, I saw that Razer Synapse 3 also causes this however i have since upgraded to the beta version like was suggested and nothing has changed. Also, please go be cute somewhere else, if you have nothing constructive to say, please don't say anything at all. I thank you for your maturity in advance.

Some additional info: The Event log reports the error as an "AppHangB1" There's a bunch of other bits of data but i can't make heads or tails of any of it and have even less of an idea as to whether or not it would be helpful.

in the last 7 days its happened 61 times. I appreciate any insight into this problem.

Edit: I can confirm it happens arbitrarily. On occasion, if i would perform an action that would cause steam to open a new window, it will not open and lock up my task bar.
