Game plays on wrong monitor

I have a dual display setup - a common monitor type, and a TV for games. The monitor is primary and tv secondary. I went into steam settings and set steam to use display 2, and steam big picture mode does indeed open on the TV. But when I launch a game it always launches on the primary display. How do I get steam to launch games on the same display it's using?

Check the game's setting menu. A lot of games default to the the primary screen set by your OS.

yeah steam has no say in what a game defaults to. its nothing more like launching the game with a shortcut. it just checks if you own the game
