Report a translation problem
1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
6. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)

For CLIENT app language settings, you open settings > interface > should be the drop down menu you select your language.
Did the hijacker change your method of payment? If so then that would have reset your store front to the country of the hijacker.
I believe its 3 months before you can change store back to your original.
Also change email password on associated account after deep malwarebytes scan.
And for changing language on Steam I posted TWO things have to do, on account settings you must change primary language from it drop down menu, and save. The 2nd thing to do is open Steam settings on your client, click on interface, and change the language from there to your language.
