How to gift a dlc or giftcard (to someone in another country)

Me and my friend both play "Ark Survival Evolved". I have all the dlcs, he has not. I want to gift him some of the dlcs, the most important one beeing "Scorched Earth"
I can`t buy the dlc as gift, because I own it. And there is no version of the dlc that is giftable it seems.
I also can`t seem to buy him a giftcard, I can buy giftcards for friends in my own country but not him who lives in another country.
I have searched the internet to find out what can be done, without luck.
Please help

The only real solution here is they buy it or that you send them money for them to buy it.

I tried that but get a message:

"There seems to have been an error initializing or updating your transaction.
Please wait a minutt and try again or contact for support for assistance"

I can buy giftcards for other friends.

Yep, Turkiye and Argentina are excluded from receiving and sending digital gift cards outside their countries due to the history of region hopping abuse.
