Win Key + X + A (or Windows Terminal Admin on Win11)
sfc /scannow
Thank you for the reply! I cannot find settings there that might affect it. It is just Steam, all other windows behave fine. And the way to fix it is also consistent, which is very weird to me.
What you can do is rerun (not reinstall) Steam setup over the current Steam version but make sure to remember your client settings as they will default; although, nothing will happen to any of your games or saves - I would still run SFC however.
