Report a translation problem
Check if your monitors resolution is set correctly as sometimes this is the case for some games switching it after you run it if it's not running at your native resolution.
Maybe others had the same. Or contact the developer.
To figure out what happened. Also you can get a refund for the game in steam meanwhile.
When you know what happened, or you can not solve it with the developer, contact steam support and tell them about it.

Steam does not provide technical support for 3rd party games. It's the responsibility of the game's developer or publisher though in case of such an old game, asking around in the game hub is better choice.
It's most likely DirectX 9.0c Runtime required by older software. Installing it should not cause any issues.
