Family Sharing works by HOUSEHOLD NOW??
I've shared my games with friends and family for years, only recently just went to see if I could play something on their list... but noticed I'm not longer part of their "family" anymore on Steam??

how long has Steam family Share only worked within the same household (sharing the same internet connection)?

Thats because the old family share system is gone and was replaced by the new "Steam Families" system that left BETA yesterday.
You definitely have to be in the same country and your Steam store region must be the same in the new system.
As for the "same household" requirement, it not very clear.
We have users who had no problem inviting relatives who live hundreds of kilometers away and other who cant invite someone who lives on the same street a few houses over.
Definitely needs some clarification.

For example, my Steam Family ( creatin on the BETA branch in March) has 4 people living in the same house and 2 who live a few hundred kilometers away but still here in Germany.
Had no problems adding any of them but its possible that the restrictions got tighter since March.

So in your case its possible that you just did not use the new system yet.
Try creating a Steam Family and invite a few family members, its now just a message via the friend list.
