You also can't gift a game if the person you're sending it to is in a region where the price is more than 10% different than your region. But just to be sure, it would help if you provided more details than "it's not working."

how are you paying for the game? wallet funds or outside payment

if using wallet funds, contact steam support or use another form of payment

also, what is it that you are gifting? please provide a link to it.

they told you who you have to contact about gifting games in your region. their answers have not been useless. the only reason you feel they are useless is because they dont allow you to gift in your region.

there are somethings that steam support cannot do. as much as you want to be able to gift something, if there is a restriction that applies to the gift, you cannot gift it.

lets make sure we have accurate information

what region are you in?
what is the exact item you are trying to gift?
if there is an error message, what is the exact error message?

providing some simple information help people explain to you why you cannot send your friend a gift. people are trying to help you, but you are refusing to be helped. you have been asked for simple information but refuse to provide anything that helps people help you.

also, steam support does not give accounts away to thieves. for steam support to give someone an account, that person has to have provided steam support with proof of ownership.

if someone was able to log into your account and steal it, that means you somehow gave away the account log in information. the only person that can stop that from happening is YOU.

i m telling about my account about situation happens to me and my account. steam support give my account to thief after words: what i m gona tell to my mom? - thats must be the best proof of owning
after that my account get robbed and steam support say we are not responsible fot that and items you loose its only your problem.
