sense you dont mention anything, i know bethesda games has own launcher. and require you notice they do ask what GPU CRAD yuo current are using.
and you might forgot steam has LAN transfer game now then 2 pc i on network, so technical then you install a game you fetch it from other pc.
old copy ways are dead, you dont need a transfer media, only for older games and none steam
ps.
only mods and other none steam dl places is a issue.
old game have many old VC++ build version and other newer games do not like them.
i doubt its this , but , thats extaly what many have learn over the years with game act odd and did not know what cause this.
