Steam disk usage drops %0 usage

I can't use Steam anymore because my disk usage drops to 0 after about 5 minutes of downloading. I found a temporary fix by changing the download region, and then the download continues for another 5-10 minutes. However, I need a permanent solution, I can't keep using Steam like this. I have to sit in front of the screen and change the server every time. I checked the health of my disk and RAM using diagnostic programs, and everything was fine.
