My constantly not updating games are
Baldurs Gate 3 (content server not reachable)
Pathfinder: path of the ..... (content server not reachable)
Divinity: original sin enhanced edition (no internet connection)
If not then try changing download region to whole different region like USA, Canada, or something.
If using VPN, or something ensure not the issue. If want can try VPN for quick test try NA region.
For DNS try either cloud flair, or another DNS meant for your region, see if that make any difference.
If either of the last top works then this suggest either ISP issues, or something along the way the problem, that out of your control.
Guess steam doesn't like us Germans, eh? ^^
I'm situated in Western Germany and thought of many causes but narrowed it down to (presumably) being a problem on Steams end.
The only thing i haven't tried (yet) is re-installing Steam.
Yet... i somehow doubt that this would solve the problem.
I also asked the question on Reddit and one person from North-America has the same problem, with "almost the same games posted" (in my screenshot).
Never experienced that behaviour from Steam; at least not in that scale.
BUT
then i got an (unforced) update for the "steam common redistributables" and the "content server not reachable"- games got their updates automatically (i can see that in my download-timeline).
Still, the "no internet connection"-error is not repaired, but maybe this is a clue.
(I've read in an open chat, that you can force the "steam common redistributables" to an update/new download by deleting their entry in the win-registry, but
be careful with this - that hint wasn't a steam-source.)

Its like keep alive packets into steam dont get through, ( from your network thorugh them ISP and then Steam in other end and back though ISP then your network )
Its like it takes to long, ( test with cable no wifi and VPN and do have nearest steam DL zone if this even matter ) i see no other option with it how user can reduce ip travel and latency.
again , why you test with spare pc to ruleout own main pc issue. also help ISP and steam you did do 2 pc test and try proof my main pc issue only if spare pc work.

You have 2 option if this is not your network and its network drivers.
thats ISP support and steam support in other end.
rest of the world user will not have exatly same connection from your place though your ISP into steam server path, we are global here. and thats why its so odd here then where is the bug.
and you dont need the other steam users millions of user that dont have a connection issue comment, and this is why its a few steam user each day that notice it.
if this was million you will see a RED HOT forum here.
steam has 250 to 350millions active user everyday. ( so this dont look like a just a steam issue, also why you make steam support ticket just incase if they can check it out, if it is.

I've had two games in my download que that wouldn't update at all.
So i just uninstalled them for the moment being.
The other games in my list did eventually update after torturing the download button into oblivion.
What's interesting:
i've had Steam download "Steamworks Common Redistributables" twice this day:
this morning and just now. Both times ca. 600 MB.
Maybe Steam did have or had a problem and they were silently fix the issue?
Guess we'll to see.
But i still don't believe that the ISP is the problem.
steam is not going to fix your network or your ISP problem, they only fix to own datacenter rest of the way is not a steam problem.
Thats why you have 2 option only in support your ISP or steam in other end, or your own network is the problem.
ps.
steam is a fromtstore not a ISP., you can wait as long as you wish, thats your choise and hope it fix itsefl. also a choise.
1) Change your DNS ot OpenDNS or Cloudflare
2) REBOOT YOUR PC
Then try connecting again
