Be aware, that linking an account through the Steam client is not possible, as the internal browser is marked as insecure by Google. You need to do so through a regular browser.

When I click on one of my video to add it on the Community Hub, Steam just plays the video but does not add it to the Community Hub.

you can't "upload" video or short video to steam as steam is not a hosting video provider like yt or vimo as exemple.
You can only link the video you uploaded elsewhere to steam.

Some game community hubs don't allow for videos to be uploaded. It depends on if the developer wants it enabled or not.!

Actually I already uploaded two videos for the game Aragami but now it seems impossible de upload more videos.

To open it in your browser in a valid manner go to your profile page logged in, in the browser and
add /videos/link.
OR, when you go to the link page right click the "Access your YouTube videos" button and copy the link that way.
When you do it this way it works.
